The Economic Transformation Initiative, Gilgit-Baltistan is a development programme of Government of Gilgit-Baltistan co-financed by IFAD and AICS
The implementation of this seven-year (2015-2017) programme started in 2016. Despite the challenging context due to one-year delayed start, Covid-19 pandemic, subsequent lockdowns, geographical challenges, and changes in implementation approaches over the course of implementation, the programme made a significant progress against its set targets with tangible outcomes in all aspects.
Also, the programme has achieved milestone progress on policy related matters and strategic spheres of the programme. Recognizing these tangible outcomes of the programme, the Government of Gilgit-Baltistan and IFAD approved a three-years extension (October 2022-September 2025), with expansion of its infrastructure activities to the entire region. Moreover, Italian Development Cooperation Agency (AICS) also joined the programme as co-financier for the extension phase.
The program follows a holistic and community-driven approach that is pro-poor and gender/youth nutrition sensitive. the value chain component aimed at providing comprehensive and mutually supportive solutions to current challenges in developing main cash crops of the region. Through a process of social mobilization, communities will be linked with government extension & research and private sector services by enhancing their required capacities.

Social Mobilization Partners
The SMP handles social mobilization, organizes farmers, and connects them with the private sector, agencies, and VCTAT.
Directorate of Extension
It provides training in crop management, pre- and post-harvest techniques, and supplies quality seeds on a cost-recovery basis. The soil testing lab in Gilgit will also be fully operational.
Department of Agriculture
The Department of Agriculture includes Directorates for Extension, Research, Livestock, Animal Health, Water Management, and Fisheries, each responsible for program activities within their areas.
Directorate of Research
The Directorate of Research manages labs to produce quality potato seed for 25,000 metric tons, trains farmers, connects with seed buyers, promotes storage facilities, introduces better vegetables, and strengthens seed certification in Gilgit and Skardu.
Value Chain Development Fund Management Committee
The Value Chain Fund addresses the financing needs of Village Producer Groups, Valley Producers Associations, individual entrepreneurs, and specific groups like Women Milk Marketing Groups.
Water Management Department
The Water Management Department implements irrigation schemes to develop new irrigated areas, identifies suitable lands, forms Scheme Management Teams, designs and estimates costs, sets up cost recovery, and plans for future maintenance.
Value Chain Technical Assistance Team
Hires qualified staff and collaborates with partners to help valley producer associations create business plans, connect with buyers, establish contracts, monitor progress, promote entrepreneurship, link to the Value Chain Fund, and identify policy needs for government action.
Farmers Organizations
All village and valley-level program interventions, including business development, agriculture extension, infrastructure, and private sector linkages, have been implemented with the active involvement of organized farmer groups, including women’s organizations.
Partnership with Private Sector
Promoting partnerships with the private sector will be central to the program, facilitated by social mobilization partners, the Value Chain Technical Assistance Team, and government extension and research agencies, targeting both local entities and down-country buyers.
